NC Wildlife warns public after woman injured by illegally raised deer in Onslow County

A woman in Onslow County was hospitalized after being attacked by a buck that had been illegally raised by an acquaintance, according to the N.C. Wildlife Resources Commission (NCWRC).

The incident happened Oct. 21 and involved a 3 1/2-year-old male deer that had been kept as a fawn in violation of state law. Officials said the woman suffered a puncture wound to her shoulder and neck along with multiple bruises and scrapes from the deer’s antlers and hooves.

NC Wildlife officials say the case is one of several reported across the state this year in which deer raised or fed by humans have attacked people or pets. Incidents have been documented in Rockingham, Randolph, Wilkes, Onslow, Iredell and Cherokee counties.

“Deer that lose their fear of humans can act in abnormal ways,” said NCWRC deer biologist April Boggs Pope. “That male deer that seemed fine or friendly during the rest of the year can become dangerously aggressive during the rut.”

State law prohibits holding most native wildlife — including deer — for companionship or amusement. Only individuals with a valid wildlife captivity license may keep certain wild animals for scientific, educational or exhibition purposes, and only licensed wildlife rehabilitators are permitted to care for fawns. While feeding deer is not illegal in most areas, NC Wildlife advises the public not to hand-feed or habituate deer. In Chronic Wasting Disease surveillance zones, baiting and feeding are banned from Jan. 2 through Aug. 31.

Game Mammals and Surveys Supervisor Colleen Olfenbuttel said attempts to tame deer often end in tragedy.

“People trying to tame wild deer may think they are doing the deer a favor, but they are putting the deer at higher risk of malnourishment and poor health,” she said. “And if the deer attacks a person, as we have seen several times this year, it will be euthanized.”

NCWRC urges residents to report illegally kept deer or seek assistance with human-deer conflicts by contacting the NC Wildlife Helpline.

November 14, 2025 UPDATE:

NCDHHS reports full November SNAP benefits will be loaded on recipients' EBT cards today, Nov. 14.

After the federal government resolved to end the government shutdown Wednesday evening, USDA advised states on Thursday to issue full benefits.

NCDHHS reports some people may receive benefits early, depending on the time of month they usually receive them. SNAP participants will receive their December benefits on their usual schedule.

North Carolina SNAP beneficiaries should continue to check their balance on their EBT cards. Any benefits on your EBT card are available to use. Check your balance on the ebtEDGE app, at ebtEDGE.com, or by calling the number on the back of your card: 1-888-622-7328.

For people with an immediate need for food resources, please call 2-1-1 to be connected with local resources. Visit the NCDHHS website dedicated to food access to find a food pantry closest to you.

November 7, 2025 UPDATE:

A partial amount for November SNAP benefits were added to EBT cards this morning. NCDHHS recommends recipients check their cards to confirm receipt.

NCDHHS reports benefit amounts will be less than usual, and some households that normally receive smaller benefits may not receive any funds.

What happened? Due to the federal government shutdown, November benefits were not issued on time. On November 3, 2025, the USDA announced it would use $4.65 billion in emergency contingency dollars to fund about half of the SNAP program for the month of November. On Wednesday Nov 5, the USDA directed North Carolina and other states to issue November 2025 benefits at a 35% reduction of maximum allotments.

November 5, 2025 Upate:

NCDHHS communicated with county partners that a partial issuance of November 2025 FNS benefits will be issued. In accordance with Federal guidance and 7 CFR 271.7, NC FAST will implement a 50 percent reduction to the maximum SNAP allotment amounts for the month of November.

As the federal government shutdown continues, the North Carolina Department of Health and Human Services received guidance from the United States Department of Agriculture to issue partial benefits for November to the nearly 1.4 million people who rely on the Supplemental Nutrition Assistance Program. NCDHHS is updating its payment system according to USDA’s specifications to prepare to issue benefits. If federal funding is provided this week as expected, NCDHHS expects all partial benefits to be loaded onto EBT cards by next week, so beneficiaries should check the balances on their cards often. This follows USDA’s statement it would use $4.65 billion in emergency funds to cover about half of the federal SNAP program for the month of November in response to a lawsuit filed by North Carolina and 24 other states. This will impact the 19,000+ people who receive SNAP benefits in Onslow County. DHHS issued a media release with additional information.

Onslow County Statement on SNAP Benefits:

The United States Department of Agriculture has ordered a pause on all November SNAP benefits until further notice due to the federal government shutdown. Unless the USDA lifts their suspension in the coming days, November SNAP benefits will not be issued. The NC Department of Health and Human Services is ready to act quickly if the USDA allows North Carolina to resume November SNAP benefits.

You can still use your EBT card and current benefits at retailers and grocers that accept SNAP/EBT in North Carolina. You can check your balance in the ebtEDGE app or by calling the number on the back of your EBT card.

Although USDA has suspended SNAP benefits for November, please still continue to follow reporting requirements, including recertifying for benefits during your usual recertification schedule. DSS is still open for business and will continue to process new SNAP applications, recertifications, and change reports.

Economic Impact- Loss of funds from SNAP will have a direct economic impact on local farmers, grocery stores, convenience stores, and other retailers that accept food and nutrition benefits. The total number of individuals receiving these benefits in Onslow County is 19,307 people. Food and nutrition benefits help 8,940 households purchase food for their families.

The Onslow County Board of Commissioners presented 19 fire departments a Certificate of Commendation for their commitment to improving or maintaining their ISO (Insurance Services Office) rating at the Commissioner's meeting October 20, 2025. This rating ranges from 1 to 10, with 1 being the best, and it reflects how well-equipped fire agencies are to respond to fires. Each of these departments has achieved a rating of 5 or below, demonstrating Onslow County's excellent ability to serve its community and protect life and property from fires:
