Steve Eaton has worked for Gaston County Government since 2011 in increasingly significant roles. He began his career there as Assistant Public Health Director before working his way up through the organization to become the Health and Human Services Director and ultimately joined the county management team.
In his role as an Assistant County Manager Eaton directed fiscal operations for a $99.5M multi-department budget and a workforce of 719 employees. Departments he oversaw included Health and Human Services, the Public Library system, Information Technology, and the County Museum.
Prior to local government, Eaton was the Smart Start Executive Director for Children in Alexander, Lincoln, and Gaston Counties from 2004 to 2011. He holds a Master of Public Health degree from the University of North Carolina at Chapel Hill and a Bachelor of Arts in Psychology from East Carolina University.

Property revaluation is not a tax increase. The tax rate for the updated 2026 property values will be set as part of the Fiscal Year 2026-2027 budget process by the Onslow County Board of Commissioners.

The Board of Commissioners adopted the Schedule of Values on November 17. It is being applied to every property in the county, and updated value notices will be mailed to property owners in February 2026.
State law requires countywide revaluation at least every eight years but Onslow County conducts a revaluation every four years. Having more frequent revaluations ensures property values more accurately reflect current market condition, thereby ensuring fairness.
The Onslow County Board of Commissioners adopted a resolution affirming the County’s commitment to protecting and improving water quality through responsible stormwater management. This resolution encourages all new or significantly renovated County funded facilities to incorporate low impact development stormwater strategies when they are fiscally responsible and practical.
As Onslow County continues to grow it will be increasingly important to meet the needs of future development through sustainable means. Resolution 25-015 also encourages the Onslow County School System and Coastal Carolina Community College to adopt similar commitments as they design, construct, or renovate new facilities.
County Manager David Smitherman says improving water quality now will ensure a vibrant future. “Water quality is important for our livelihood, for our economics, for our fishing industry, and for tourism. We know there are a lot of projects that are going to be built over the next 10 years that will come with environmental impact, particularly the stormwater runoff.”
Examples of low impact development strategies include the recently completed Emergency Operations Center expansion. The parking lot features a state-of-the-art underground stormwater detention system. The ongoing Multipurpose Center renovation will have cisterns returned to the building as part of the project, and stormwater mitigation for the upcoming new Bear Creek Fire Station is in the design phase.

Wildlife Resources Commission (NCWRC).The incident happened Oct. 21 and involved a 3 1/2-year-old male deer that had been kept as a fawn in violation of state law. Officials said the woman suffered a puncture wound to her shoulder and neck along with multiple bruises and scrapes from the deer’s antlers and hooves.NC Wildlife officials say the case is one of several reported acro...
A woman in Onslow County was hospitalized after being attacked by a buck that had been illegally raised by an acquaintance, according to the N.C. Wildlife Resources Commission (NCWRC).
The incident happened Oct. 21 and involved a 3 1/2-year-old male deer that had been kept as a fawn in violation of state law. Officials said the woman suffered a puncture wound to her shoulder and neck along with multiple bruises and scrapes from the deer’s antlers and hooves.
NC Wildlife officials say the case is one of several reported across the state this year in which deer raised or fed by humans have attacked people or pets. Incidents have been documented in Rockingham, Randolph, Wilkes, Onslow, Iredell and Cherokee counties.
“Deer that lose their fear of humans can act in abnormal ways,” said NCWRC deer biologist April Boggs Pope. “That male deer that seemed fine or friendly during the rest of the year can become dangerously aggressive during the rut.”
State law prohibits holding most native wildlife — including deer — for companionship or amusement. Only individuals with a valid wildlife captivity license may keep certain wild animals for scientific, educational or exhibition purposes, and only licensed wildlife rehabilitators are permitted to care for fawns. While feeding deer is not illegal in most areas, NC Wildlife advises the public not to hand-feed or habituate deer. In Chronic Wasting Disease surveillance zones, baiting and feeding are banned from Jan. 2 through Aug. 31.
Game Mammals and Surveys Supervisor Colleen Olfenbuttel said attempts to tame deer often end in tragedy.
“People trying to tame wild deer may think they are doing the deer a favor, but they are putting the deer at higher risk of malnourishment and poor health,” she said. “And if the deer attacks a person, as we have seen several times this year, it will be euthanized.”
NCWRC urges residents to report illegally kept deer or seek assistance with human-deer conflicts by contacting the NC Wildlife Helpline.

The Onslow County Board of Commissioners adopted a resolution affirming the County’s commitment to protecting and improving water quality through responsible stormwater management. This resolution encourages all new or significantly renovated County funded facilities to incorporate low impact development stormwater strategies when they are fiscally responsible and practical.
As Onslow County continues to grow it will be increasingly important to meet the needs of future development through sustainable means. Resolution 25-015 also encourages the Onslow County School System and Coastal Carolina Community College to adopt similar commitments as they design, construct, or renovate new facilities.
County Manager David Smitherman says improving water quality now will ensure a vibrant future. “Water quality is important for our livelihood, for our economics, for our fishing industry, and for tourism. We know there are a lot of projects that are going to be built over the next 10 years that will come with environmental impact, particularly the stormwater runoff.”
Examples of low impact development strategies include the recently completed Emergency Operations Center expansion. The parking lot features a state-of-the-art underground stormwater detention system. The ongoing Multipurpose Center renovation will have cisterns returned to the building as part of the project, and stormwater mitigation for the upcoming new Bear Creek Fire Station is in the design phase.

The attached resolution outlines recommended low-impact development strategies, which include bioretention areas, swales, pocket wetlands, impervious surface removal, cisterns, green roofs, and permeable pavements. The resolution is a recommendation for local government funded facilities but Onslow County encourages housing and commercial construction to adopt stormwater best practices as well.
