Military Families in El Paso

Fort Bliss calls itself the home of America’s Tank Division. The 1st Armored Division is its anchor unit, with three brigade combat teams, a combat aviation brigade, a division artillery and a division sustainment brigade. The post also lists the 32nd Army Air and Missile Defense Command, the Joint Modernization Command, Joint Task Force North, the 5th Armored Brigade, the Noncommissioned Officer Academy and William Beaumont Army Medical Center among its tenants.

Horizon City’s estimate is 25,118 for July 2025, up 11.8 percent from the April 2020 estimates base, with 33.7 percent of residents under 18, 1,170 veterans, an 85.2 percent owner-occupied share and a 29.4-minute mean commute for 2020 to 2024. Horizon Regional Municipal Utility District provides its water, sewer and trash service, and the town says it does not provide utilities itself. Horizon Heights Elementary (Socorro ISD) and Horizon Middle School (Clint ISD) are on their districts’ Purple Star lists, so check which district serves an address. Without traffic it is about 26 minutes to the Buffalo Soldier Gate and 31 to the Cassidy Gate.

El Paso is the middle of this market, about 9 minutes from the Cassidy Gate and 10 from the Buffalo Soldier Gate without traffic. The Census Bureau counted 649,121 residents in 2010 and 678,815 in 2020 and estimates 683,012 for July 2025, with 40,359 veterans, a median owner-occupied value of $184,500, a 60.8 percent owner-occupied share and a 23.4-minute mean commute for 2020 to 2024. El Paso Water says the Franklin Mountains in the heart of the city give El Paso unique flood control challenges.

Northeast El Paso

Northeast El Paso is the closest area measured to the Cassidy and Chaffee gates: about 10 minutes to the Cassidy Gate and 11 to the Chaffee Gate without traffic. The routes OpenStreetMap routing found run on Dyer Street (Business US 54-A) and Patriot Freeway (US 54) to Cassidy, and on Diana Drive and Railroad Drive to Chaffee. The Chaffee Gate and its Visitor Control Center keep weekday hours, 5 a.m. to 9 p.m., so a visitor on a weekend uses another gate.

East El Paso

East El Paso is the closest area measured to the Buffalo Soldier Gate, about 10 minutes without traffic, and to the Silvestre Reyes Gate, about 11. The Buffalo Soldier Visitor Control Center is open 24 hours. OpenStreetMap routing uses Montana Avenue (US 62/180) to reach the Buffalo Soldier Gate from here, and TxDOT has studied the 9.0 miles of that avenue between Paisano Drive and Loop 375 and published a final report. Ysleta ISD’s September 2026 list of Purple Star campuses includes Pebble Hills Elementary and Eastwood High School, so check which district serves an address.

Far East El Paso

Socorro ISD describes itself as located on the far east side of El Paso, with over 45,000 students, over 6,700 of them military-connected, and 49 of its 50 schools designated Purple Star. Eastlake High School and Montwood High School are on its Purple Star lists. Without traffic it is about 23 minutes from Eastlake to the Buffalo Soldier Gate, by way of I-10, and 24 to the Silvestre Reyes Gate, by way of Loop 375.

Socorro

Socorro’s estimate is 38,787 for July 2025, up 13.1 percent from the April 2020 estimates base, with 846 veterans, a $144,500 median owner-occupied value, an 81.8 percent owner-occupied share and $1,032 median gross rent for 2020 to 2024. Of its residents age 5 and older, 84.0 percent speak a language other than English at home. Socorro High School and Socorro Middle School are on Socorro ISD’s Purple Star list. Without traffic it is about 23 minutes from the city center to the Buffalo Soldier Gate.

Housing

Census figures describe the area; they do not price a house. The 2020 to 2024 median value of an owner-occupied home was $180,400 in El Paso County, $184,500 in the city of El Paso, $170,200 in Horizon City and $144,500 in Socorro. Median gross rent ran from $1,032 in Socorro to $1,280 in Horizon City, and the owner-occupied share was 60.8 percent in the city against 85.2 percent in Horizon City.

Growth is concentrated on the east side. Horizon City’s estimate for July 2025 is 25,118, up 11.8 percent from the April 2020 estimates base, and Socorro’s is up 13.1 percent from the same base, against 1.4 percent for the county; the county issued 2,050 building permits in 2025. New subdivisions can sit inside a special district. Horizon City’s own utilities page says Horizon Regional Municipal Utility District provides water, sewer and trash service there. Texas law requires a seller of property in a water or sewer district to give the buyer written notice before a binding contract, and the buyer may terminate if it is not given. A home in a public improvement district needs its own written notice of the assessment. Find out early what a district adds to your monthly payment.

Schools and Commute

Schools. Several districts serve military families here. Texas runs the Purple Star Campus program: a campus names a military liaison, keeps a military webpage, runs a transition program and offers a military initiative, and the designation lasts two years. El Paso ISD operates six schools on Fort Bliss property and reported more than 8,000 military-connected students in 2024. Socorro ISD, on the far east side, says it has over 6,700 military-connected students and 49 of its 50 schools designated. Clint ISD supports more than 500 military-connected students and lists 13 designated campuses, and Ysleta ISD announced 19 designated campuses on September 4, 2026. District lines do not follow city limits, so check any address with the district before you write an offer.

Fort Bliss Gates. The post’s gate page lists the Cassidy, Buffalo Soldier, Silvestre Reyes, MSG Espinoza and MSG Peña gates as open 24/7, and Chaffee on weekdays from 5 a.m. to 9 p.m.. The Buffalo Soldier Visitor Control Center is open 24 hours, and Chaffee’s is open weekdays. Hours change, so check the page before you drive.

Drive Times. Typical drive without traffic, measured October 7, 2026 (OpenStreetMap routing): to the Cassidy Gate, about 9 minutes from El Paso City Hall and 10 from Northeast El Paso; to the Buffalo Soldier Gate, about 10 from East El Paso, 23 from Socorro and 26 from Horizon City.

Roads. TxDOT studied the 9.0 miles of Montana Avenue between Paisano Drive and Loop 375, looking at safety, traffic and drainage, and its final report is out. Its Horizon Boulevard (FM 1281) plan covers 9.4 miles linking Socorro, Sparks and Horizon City.

Cost of Living

Mean travel time to work for 2020 to 2024 was 24.1 minutes in El Paso County, 23.4 in the city, 26.8 in Socorro and 29.4 in Horizon City, areawide figures rather than a commute to the post. Basic Allowance for Housing is set by your rank, whether you have dependents and your duty station. Texas has no state property tax; the bill comes from local taxing units, which fund schools, roads, police and fire protection. A residence homestead gets a $140,000 exemption from school district taxes, with another $60,000 for homeowners 65 or older or disabled. A disabled veteran may also qualify for an exemption of $5,000 to $12,000 on property they own, depending on the disability rating, and a veteran with 100 percent disability compensation, or individual unemployability, is exempt from tax on the total appraised value of their residence homestead. Apply with the local appraisal district. The usual deadline is before May 1, but these two veteran exemptions can be filed up to five years after the taxes become delinquent.

VA Loans in El Paso

County Loan Limits. VA puts no ceiling on a loan for a veteran with full entitlement, but we still approve the amount you can afford, and the appraisal must support the price. Partial entitlement is where county limits apply, such as after an earlier VA loan. The 2026 FHFA one-unit limit for El Paso County is $832,750, which is the national baseline.

Flood. The Franklin Mountains sit in the middle of the city, and El Paso Water says a year’s worth of water can fall within days during the summer monsoon; a 2006 storm caused about $200 million in damage to businesses and homes. The city set up a stormwater utility in 2008, supported by monthly user fees. FEMA says most homeowners insurance does not cover flood, and a government-backed mortgage on a property in a high-risk flood area brings a flood policy requirement. Before any offer, look up the property’s flood zone and price a flood policy; your real estate agent can help with both.

Districts and HOAs. Whether a home sits in a municipal utility district, a public improvement district or an HOA, ask for the assessment, the dues and any other fees in writing before you sign.

On post, Fort Bliss Family Homes is a gated rental community of two-, three- and four-bedroom homes, run with Balfour Beatty Communities. The Army lists 4,227 homes in its inventory, with more under construction, and says active-duty families, retirees, Department of War civilian employees and the general public may qualify. Chaffee is open weekdays from 5 a.m. to 9 p.m., and the CSM Barreras Gate is closed until further notice. The Buffalo Soldier Visitor Control Center, in Building 5400, is open 24 hours, and Chaffee’s, in Building 2616, is open weekdays from 5 a.m. to 9 p.m..
