Norfolk

Norfolk is an independent city with an estimated 231,013 residents in July 2025, down from 238,005 in the 2020 Census and 242,803 in 2010. The Census Bureau lists 22,955 veterans, a median owner-occupied value of $289,900, a 46.3 percent owner-occupied share and a 23.0-minute mean commute for 2020 to 2024. Naval Station Norfolk is in the city’s Sewell’s Point area, and the city has its own Office of Veteran Services and Military Affairs. VA Hampton’s medical center is in Hampton, and its clinics include Portsmouth, Virginia Beach and Chesapeake.

Ocean View

Ocean View is home to more than 7.3 miles of Norfolk’s Chesapeake Bay shoreline, and the city runs three beach parks there: Community Beach, Sarah Constant Beach and Ocean View Beach. The city’s neighborhood history describes Ocean View’s early years as a summer destination with cottages, an amusement park and hotels. The city surveys its beaches twice a year, and from January 31, 2024 it placed about 14,000 cubic yards of sand from the HRBT project on East Beach between 27th Bay Street and Bay Point. The city’s flooding strategy lists a U.S. Army Corps study of shoreline protection at Willoughby and Ocean View, and Ocean View Elementary is one of Norfolk’s Purple Star schools. Without traffic it is about 6 minutes to Naval Station Norfolk’s Gate 22 and 11 to Little Creek.

Wards Corner

Wards Corner takes its name from a general store that Alfred C. Ward opened about 1910 at Sewells Point Road and Granby Street, and the city’s neighborhood history says it was proclaimed the South’s first suburban shopping center in the 1940s and 1950s. The same history says military families moved into the area’s apartment buildings and residential projects before World War II. The Navy’s Gate 22 on Granby Street is about 3 minutes away without traffic, and the area is about 11 minutes from Little Creek and 32 from NAS Oceana.

Ghent

The city describes the locally designated Ghent Historic District as two National Register districts, Ghent and North Ghent, planned suburban neighborhoods built out at the turn of the twentieth century. Exterior changes in a local historic district need approval from the city’s Architectural Review Board. Without traffic it is about 10 minutes to Norfolk Naval Shipyard, 12 to Naval Station Norfolk’s Gate 22 and 17 to Little Creek.

Larchmont-Edgewater

The city’s neighborhood history says Larchmont was conceived in 1906 as part of Norfolk County, five miles from downtown, and that, apart from Ghent, probably no Norfolk neighborhood grew faster in the city’s early days. Larchmont Elementary is one of Norfolk’s Purple Star schools. Without traffic it is about 7 minutes to Naval Station Norfolk’s Gate 5 and 38 to NAS Oceana.

Colonial Place

Colonial Place was developed in the first quarter of the twentieth century as a suburb supporting downtown Norfolk, with tree-lined streets, traffic circles and curving roads on lots smaller than an acre. The Virginia Department of Historic Resources lists the Colonial Place Historic District on the National Register of Historic Places as of May 22, 2002, and says it had just over 750 buildings by 1941. Without traffic it is about 10 minutes to Naval Station Norfolk’s Gate 22 and 14 to Norfolk Naval Shipyard.

Housing

Census figures are a snapshot, not a price quote. In the 2020 to 2024 estimates, Norfolk’s median owner-occupied home value was $289,900 and its median gross rent was $1,321. Owners hold 46.3 percent of the city’s 94,965 households, so renting is common here.

Norfolk’s housing is also old: the median year built is 1964, about 44 percent of the city’s 103,524 housing units were built before 1960, and 15,894 date to 1939 or earlier. A home in one of Norfolk’s local historic districts, such as Ghent, needs approval from the city’s Architectural Review Board for exterior changes, so ask about that before you plan a renovation. For any older home, ask your real estate agent about the age of the roof, wiring and plumbing.

Schools and Commute

Schools. Norfolk Public Schools is the home school division to Naval Station Norfolk and says it educates significant populations of military-dependent students. Fifteen Norfolk schools hold Virginia’s Purple Star Designation, including Ocean View, Larchmont and Sewell’s Point elementary schools and Granby and Norview high schools. A school needs a staff point of contact for military families to earn it, and Virginia counted 590 designated schools statewide as of October 2025. Gates. The Navy’s Gate Hours page lists Naval Station Norfolk’s Gate 2 on Hampton Boulevard and Gate 22 on Granby Street as open 24 hours a day. Gate 5, off Hampton Boulevard, takes inbound traffic from 5 a.m. to 2 p.m. and outbound traffic until 7 p.m. on weekdays, Gates 3A and 6 open onto Interstate 564, and the Navy says hours may be adjusted, so check before you drive. Gate 3 at Joint Expeditionary Base Little Creek-Fort Story is open around the clock and has the Visitor Control Center, and NAS Oceana’s main gate is on Tomcat Boulevard.

Bridges and Tunnels. VDOT’s $3.9 billion Hampton Roads Bridge-Tunnel Expansion on I-64, between Mallory Street in Hampton and Patrol Road in Norfolk, adds a third lane and a drivable shoulder in each direction and builds twin two-lane bored tunnels, and VDOT posts weekly lane-closure notices while the work continues. The Downtown Tunnel on I-264 links Norfolk and Portsmouth and is a toll crossing, and the toll varies with travel time and how you pay.

Virginia’s property tax relief matters to veterans. Norfolk’s Forerunner site shows a property’s flood zone and any elevation certificate on file, and Virginia’s seller disclosure statement tells buyers to get a flood certification and check FEMA maps themselves because the owner makes no representations about flood hazard areas. The City’s Flood Project. The city and the Army Corps of Engineers are carrying out the Coastal Storm Risk Management project, which Congress authorized in 2020, in four phases plus a program to elevate homes; the city’s page lists $399,331,000 in federal funding for storm surge barriers, levees and pump stations.

HOAs and Condos. If a home belongs to a homeowners association or a condominium association, ask for the dues and any special charges in writing before you sign.
