Sumter is a city of about 43,000 people in central South Carolina and the seat of a county of about 105,000. It is also the home of Shaw Air Force Base, which sits inside the city limits about seven miles west of downtown. The county counted 10,759 veterans in the 2020-2024 Census survey, and the city counted 4,317, so a veteran buying here is not an outlier; the county’s own VA office, the city’s military support page and a Purple Star school district are all set up for it.
Housing is a mix. There are older neighborhoods around downtown, including the Downtown and Hampton Park historic districts where exterior changes go through design review. There are newer subdivisions, and in November 2025 the planning commission approved two large city ones, Triplecrown and Shenandoah at The Village, on Stamey Livestock Road. And there is rural land and small-town living out toward Dalzell, Stateburg and Wedgefield. The Census puts the median value of an owner-occupied home in the city at $199,100 for 2020-2024, and about 57 percent of city homes are lived in by their owners.
Military Families in Sumter
Shaw Air Force Base is home to the 20th Fighter Wing, the base’s host unit, which flies the F-16. The base is also the headquarters for Fifteenth Air Force, Ninth Air Force (Air Forces Central) and U.S. Army Central, and it supports more than 20 mission partners and tenant units across the Carolinas. That mix of Air Force and Army staff is why Sumter sees families arriving from many duty stations, and why the school district and the city run newcomer programs such as the Weasel Welcome Program and the ARCENT Newcomers Briefing.

Sumter
Sumter is the host city: about 43,000 residents, with a median owner-occupied home value of $199,100 and a mean commute to work of 19.6 minutes in 2020-2024. It holds the Downtown and Hampton Park historic districts, which have exterior design review, and the Swan Lake overlay district that protects Swan Lake-Iris Gardens and its surroundings. New city subdivisions include Triplecrown and Shenandoah at The Village on Stamey Livestock Road and Sibley Village, approved or revised in 2025. Schools are the Sumter School District’s; Alice Drive, Millwood, Lemira, Willow Drive and Crosswell Drive elementary schools and Lakewood High School are in town. Flood zones vary by street, so run the City-County flood zone check before an offer. The Sumter Gate is on the base’s east side, the side facing the city, but its hours are posted as temporary. The Google Maps weekday-morning range from the city center to the gate is 14 to 24 minutes.
Dalzell
Dalzell is a census-designated place in Sumter County with 3,175 residents in 2020 and an area of about 5.9 square miles. It is the community north-northeast of Shaw; the 2016 land use study lists it as a population center near the base and lists a Dalzell Water District among the county’s water providers, and Hillcrest Middle School sits on Peach Orchard Road there. The drive is 14 to 18 minutes. The City-County flood check applies to any address here.
Oakland and Cherryvale
Oakland and Cherryvale are the two communities right at the base: the 2016 land use study lists both with Dalzell as population centers near Shaw. Cherryvale, south of the base along US-76, has the study’s greatest concentration of homes inside the aircraft noise zones, and so do areas along Highway 441 west of the base. Oakland Primary School (5415 Oakland Drive) and Cherryvale Elementary (1420 Furman Drive) are the district schools named for the two places. Drives are short (Oakland is 7 to 10 minutes). Ask for the noise-zone note on any home here; the study is from 2016 and the base’s noise contours date to 2013, so confirm they are current.
Stateburg and Wedgefield
West and southwest of the base, Stateburg (1,593 residents in 2020) and Wedgefield (1,507) are small rural communities in the High Hills of Santee; Wedgefield’s census area covers about 73 square miles, with Poinsett State Park and Manchester State Forest nearby. Stateburg has a Stateburg Historic District and is known for the Church of the Holy Cross and Borough House Plantation. Land west of Shaw is mostly agricultural and low-density residential, per the land use study, and water comes through the Wedgefield-Stateburg Water District. Poinsett Electronic Combat Range, Shaw’s air-to-ground training range, lies roughly 10 miles south of the base, and the land use study says Sumter’s zoning calls for noise notices at the entrances to major subdivisions near it (confirm the current ordinance). Drives are 5 to 9 minutes (Stateburg) and 8 to 12 minutes (Wedgefield).
Camden and Lugoff
Camden, South Carolina’s oldest inland city, has a historic Arts and Antiques District and is about twenty minutes from the Columbia metro. The city had 9,201 residents in July 2025 (up 18.2 percent from the 2020 base), a median owner-occupied home value of $265,300 and 553 veterans in the 2020-2024 survey. Lugoff is a census-designated place with 9,990 residents in 2020, 87.3 percent owner-occupied homes, a median value of $223,900 and 850 veterans. Both are served by Kershaw County School District (Camden High, Lugoff-Elgin High, Lugoff-Elgin Middle, and Lugoff and Wateree elementary schools) rather than Sumter’s. Camden is 28 to 40 minutes from the Main Gate and Lugoff 35 to 50 minutes, so Lugoff exceeds the 45-minute rule of thumb at the upper end. Both ZIP codes are in DoD’s Columbia/Fort Jackson housing area, not Shaw’s.
Housing
Sumter’s housing mix is changing. The Sumter City-County Planning Department’s 2025 year-end report counts 424 single-family detached permits (286 in the city, 138 in the county), 34 attached homes, 181 apartment units in the city and 174 new manufactured homes (171 in the county) for 2025. In November 2025 the planning commission approved two large city subdivisions on Stamey Livestock Road, Triplecrown at The Village (139 lots) and Shenandoah at The Village (217 lots), and a 232-lot county subdivision, Valley Ridge; a 129-lot city subdivision, Sibley Village, was also revised and approved that year. New construction therefore exists across the city and county; the two largest city projects are on Stamey Livestock Road, a road Google Maps uses on one Dalzell-to-gate route.
Three things are worth checking on any Sumter-area home. Flood. The City and County run a floodplain program, flood insurance is required with a mortgage on properties in mapped floodplains, and the planning office answered 3,432 floodplain inquiries in 2025. Aircraft noise. A 2016 joint land use study, using the base’s 2013 noise contours, found the most homes inside the noise zones in the Cherryvale area south of the base and in areas along Highway 441 next to its western edge. Water and sewer. Outside the city, water can come from a special district such as the Wedgefield-Stateburg Water District, the Dalzell Water District or High Hills Rural Water Company; ask which one serves the house.
Schools and Commute
Most of Sumter County is served by Sumter School District, which has been named a Purple Star School District for its support of military families and has a school liaison from Shaw. The district’s public high schools are Crestwood, Lakewood and Sumter High, plus the Sumter Career and Technology Center. Hillcrest Middle School is in Dalzell, on Peach Orchard Road. The district publishes an attendance zone map, so check the address you are considering before you make an offer.
The district’s military compact guidelines are written for PCS moves: orders are enough to enroll, a child stays in the same grade as the previous school, families get 30 days to complete immunizations, and military students can be excused for up to five absences around a parent’s deployment.

Cost of Living
Census figures put Sumter’s housing costs below those of the Kershaw County towns families sometimes weigh against it. For 2020-2024 the median value of an owner-occupied home was $165,300 in Sumter County and $199,100 in the City of Sumter, compared with $265,300 in Camden and $223,900 in Lugoff, two towns families sometimes consider for a longer commute. Median gross rent was $1,057 in the county and $1,076 in the city in the same period. These are survey medians, not current listing or rent prices, so use them for comparison only.
Commutes within Sumter are short: workers in the city reported a mean travel time to work of 19.6 minutes, and 23.0 minutes in the county, for 2020-2024. The county’s population is roughly flat: 105,067 in July 2025, against 105,557 in the April 2020 base.
VA Loans in Sumter
Loan limits. If you have full VA entitlement there is no VA loan limit; the loan amount still has to be approved, and we can go over that with you. County limits matter only if you have already used part of your entitlement, for example on an earlier VA loan. For 2026 the one-unit limit for Sumter County is $832,750, the same baseline that applies in most of the country. The same figure applies in Kershaw, Richland, Clarendon and Lee counties. Limits are reset each year; we will re-check this each December.
Flood insurance. Sumter City-County says homeowner policies usually do not cover flood damage and that flood insurance is required with a mortgage on properties identified as being in floodplains. The City and County also take part in FEMA’s Community Rating System, which can reduce flood insurance costs. Ask us or your real estate agent for a flood zone check on any property you are serious about; the Planning Department at 12 W. Liberty Street, Suite C can tell you whether a property is in a mapped floodplain or has an elevation certificate.
HOA and new construction. If the home is in a newer subdivision, ask early whether there is an HOA, what the dues are and what the rules cover, and get the answer before you write an offer; your real estate agent can help with that. Aircraft noise. Ask whether the home is inside the base’s noise zones; the land use study says Sumter’s zoning calls for noise notices at the entrances to major subdivisions near Poinsett Range and recommended wider real estate disclosure near Shaw. Manufactured homes. Sumter County added 171 new manufactured homes in 2025; if one is on your list, ask us before you write an offer so we can check how the financing works for that home.

PCS Moves
If you have orders to Shaw, start with the base’s Newcomers and Sponsors page, which lists the Airman and Family Readiness Center, the sponsor program and the Military Housing Office. The Air Force Housing Early Assistance Tool lets you contact the housing office before you arrive, and the base says you must visit the Military Housing Office when you get here for counseling before you sign any lease or rental or sales contract. Plan that visit before you fall in love with a house.
Two practical points for house hunting. First, the base’s Trusted Traveler program has been suspended since March 1, 2026, so a guest without a Department of War ID, such as a real estate agent or a relative, has to get a visitor pass at the Visitor Control Center outside the Main Gate. Second, military spouses can get priority handling of South Carolina professional license applications through the state’s Department of Labor, Licensing and Regulation.
If you have school-age children, call the Shaw school liaison at 803-895-3398 before you pick a neighborhood. Sumter School District will enroll a child on a copy of the member’s orders, and if your only address is temporary base housing, the schools that serve the base are your home schools until you have a permanent address.
On-Base and Off-Base Housing
Shaw’s family housing is privatized: Hunt Military Communities manages it, and the Military Housing Office at 369 Rhodes Avenue handles counseling and referrals; single Airmen use the Unaccompanied Housing office on Polifka Drive. Whether you choose a base home, rent in town or buy, the Military Housing Office is the first stop.
Living on base has a school consequence worth knowing. Shaw Heights Elementary, built in 1952, sits inside the gates on Frierson Road, and its own website says about half its students live in base housing and half are bused in from surrounding communities. High Hills Elementary also has a Shaw AFB address on Frierson Road.
Living off base means choosing a drive. From a point next to the Main Gate, Google Maps showed typical weekday-morning drives of about 14 to 24 minutes from Sumter and 14 to 18 minutes from Dalzell, and much shorter drives from Oakland, Stateburg and Wedgefield (full list above, measured 2026-10-02). Yes. The base occupies roughly 3,367 acres inside the City of Sumter, about seven miles west of downtown and about 30 miles east of Columbia. The Main Gate and Visitor Control Center are on the southwest side along Broad Street (US-76/378).
Which Shaw gates can I use, and when are they open?
The official Base Access page lists the Main Gate as open 24 hours, the Sumter Gate on temporary hours of 24 hours, and the 441 Gate Monday to Friday, 6 a.m. to 5 p.m.. Hours change and some are labeled temporary, so confirm on shaw.af.mil before you plan a commute. Guests without a Department of War ID need a visitor pass from the Visitor Control Center outside the Main Gate.
Do I have to see the housing office before I sign a lease or buy?
Shaw says that when you arrive you must visit the Military Housing Office (369 Rhodes Avenue) for counseling and guidance before entering into any written lease or rental or sales contract. You can start earlier through the Housing Early Assistance Tool.
Can a veteran without a military ID get on Shaw?
Veterans with a Veterans Health Identification Card that shows a service-connected disability, Medal of Honor, Purple Heart or former POW status can use it at Shaw after registering at the Visitor Control Center with a valid ID; the registration works only at Shaw.
